If you were to post directly with the Microsoft newsgroups at
msnews.microsoft.com then you would see that there is one
microsoft.public.softwareupdatevsvcs that is probably the best
place to be asking this question.
I assume that you have your antivirus/antispyware, etc all shut
off during the installation attempt, and that you have redownloaded
the binary just in case it has a bit corruptions (but in reality it would
not actually unpack at all if initial checks did not pass)
