802.1X with PEAP and MSChapv2 intermittent

We are trying to implement 802.1X port authenitication on a Wired LAN. I can
get our Windows 2000 clients to connect only 50% of the time. When I boot
the W2K client and log in sometimes it autheniticates fine, but if I reboot
the client and try it again, it does not get autheniticated. I am using
Freeradius, and the debug output on the failed attempts show that the server
is sending the challenge back to the client, but the client never resonse
back causing the authenication to fail. If, I unplug the network cable or
reboot the client sometimes it authenicates and sometimes does not. Any
