Windows 2000 Domain Controller Security Log - Read Only Access

Windows 2000 SP4 domain controller
Windows 2000 AD in native mode

Is there a way to grant a non-domain admin Read only access to the domain
controller security log without granting them the full user right to manage
the auditing and security log?
