How many users are we talking about? You can simply disable downloading
files in the various zones for Internet Explorer and then block the user
from changing it with GPEDIT if you wanted.

I'm not sure if that's what you were after or not, if you wanted to do this
to more than one user you will likely want to force it - perhaps with a
