Windows 2000 Permissions Needed for NT4 Style Trusts?

I need to establish an NT4 style trust with a separate domain on our network
that is unfortunately not part of our Active Directory forest. What
Windows 2000 permissions do I need to grant on each domain controller, to
the other domain's administrator or domain controllers, for the trust to a)
be established correctly; b) function correctly.

When I tried to add a trust just now, I got a dialog saying that I must be
permitted on the foreign domain controller to establish trusts. I could
not locate any Group Policy setting that corresponded directly to that
privilege.
