command line account editor

I need to script changing Windows Login names (e.g., rename the administrator
account), and also script the setting of "account is disabled", "user must
change password at next login" and the rest of those. This is for local
changes, not domain.

"net user" is inadequate. The resource kit program "addusers" also is
inadequate.

Any suggestions? Thanks!
