You seem to have a couple of things going on here.
For the IE issue, this may be a difference in IE versions
(specifically on XP SP2 or on something else) and of just
how the local intranet zone is being recognized.
There is a newsgroup specifically for such IE issues,
where you may want to post
microsoft.public.internetexplorer.security
On the VCD issue, Sus would have delivered, if it was
released for distribution, ms05-009's Media Player
updates. You may want to read the associated security
bulletin to review what changes were made.

Again, you will need to pay attention to client versions
as this affected WMP 9 series, but not earlier nor WMP10
