The only supported (and supportable) way to do that is
to configure all accounts to use a mandatory profile.
That would mean exactly the same profile for all users,
and no way for any user to change it.

Use of one profile with more than one account when it is
not a mandatory profile leads to a number of subtle (and
some not so) problems, not to mention it being confusing
to one person when they log in and find things are different
due to what the last user did to change thing.
