How do I get an email or run a command based on event ID in logs

I have a this utility that logs something to the Application Event Viewer.
I would like to get an email whenever this event occurs. I have a program
called BLAT that will send the email message, but I don't know of a way to
now when the event triggers.

Are there any utilities that monitor the Event Viewer and warn when a
particular event happens?
