    In addition to Herbs good clarifications/recommendations
    the following really, really stood out when reading your post.

    PCs are not up-to-date on service.
    While having deployed anti-virus and other anti-malware
    software can be part of the solution, you also need to look
    at the whole ecology

    You must keep the client machines up-to-date on service.
    Not doing so is inviting things worse than what is commonly
    considered as the email-borne malware. This is IMO more
    important to address than is getting mgmt to buy into an
    anti-malware solution (not to discount the value of that).

    Next, you should educate your users since even with the
    machines up-to-date on service, and with regularly updated
    anti-virus software, some user actions can let in the cooties
    that you want to keep out. If the user clicks and oks then it
    has been given a grant to do what it wants/can within the
    context of the running account.
