Need Certificate of Trust so Excel can "Always trust macros from this publisher"

Hello --

Is this the right group in which to post this question?

We have written an Excel application to be used by others inside and
outside the company. Unless users have Tools > Macro > Security set
to Medium or lower they will see a message that the security level
will not permit running the app.

Management wants to set up the app so it sees a "Certificate of Trust"
and can therefore "Always trust macros from this publisher" ...
"request the macros be signed by the author using a certificate issued
by a Certificate Authority".

If using certificates is the way to go, can someone tell me how to do
this?

If not we will simply instruct users how to change the security level.
