xcacls Problem

whats wrong with it.
xcacls admins /g creator owner:f

following error message is shows when I execute above command
ERROR: The argument string passed to DosExecPgm is not correct.

Requirements:
Directory Name: Admins
Group Name: Creator Owner
Permission: Full Control
