As Mike said it was the fact that you have a firewall enabled by default in
XP SP2 that caused the activity to stop. I suggest that you scrap the pppoe
and get a NAT/router for your dsl connection. They are cheap and effective
for the average home type user. The link below shows one for example that is
less then $30 shipped. You can of course use a software firewall and Sygate
or Zone Alarm are good with Zone Alarm being easier to configure.

If Norton did not find the problem then first make sure your antivirus is up
to date with definitions, try a second opinion, and scan for parasites also
with something like AdAware SE which is free for personal use. I would also
scan your computer with Microsoft Baseline Security Analyzer to check for
vulnerabilities. You may find that with weak passwords, weak share
permissions, and unneeded services running such as WWW or FTP that your
computer is being used as a FTP server or such. The links below should be
