    Make sure you are logged in as a local administrator as shown when you run the " net
    localgroup administrators command " that will display membership of the local
    administrators group. The link below may or may not help but worth a look if you are
    sure you are logged on as an administrator. If you are using ntfs permissions make
    sure that system and administrators have full control permissions [ as shown in
    properties/security] to the drive/root, program files, \winnt, and user profile
    folder under documents and settings which are default permissions. --- Steve
