Is this a domain computer? If it is make sure it is configured to point to an AD
domain controller as it's preferred dns server in tcp/ip properties and that it has
connectivity to that domain controller verified by at least pinging it.

If it is not a domain computer, look in Event Viewer for any errors that may be
pertinent and do a full scan for viruses using updated virus definitions as of today.
You may have a corrupt local secedit.sdb that can be fixed as per link below using
Security Configuration and Analysis mmc snapin tool. --- Steve
