As the (non-Windows 2003 Server) ms04-018 updates are packaged with
IExpress, the knowledge base article above is not relevant. Here is
one that is relevant:

You need to look at the "Deployment Information" section in
http://www.microsoft.com/technet/security/bulletin/ms04-018.mspx
more closely (quoted below). You are trying to use the command
line switches for the Windows Server 2003 update.

You need to use the switches described under "The other update
packages for this security update support the following Setup
switches:" here:

                  caution to install the update on any version of
                  Internet Explorer.

To install the security update without any user intervention, use
the following command replacing "package_name" with the filename
for the package being installed:
