Their are utilities you can found on the Net such as
BartPE, WinPE, Cronis and ERD Commander that I've found
that will boot from a CD and let you load the local
registry through a DOS windows. You can then issue a
password administrator command and set it to whatever you
want. Reboot and BINGO! Tried it on an NT 4 server and
worked like a charm! WARNING! Do not let this kind of
tools get into the wrong hands. I am not responsible for
whatever happens. Just my 2 cents!
