See the link below for two ways to fix the problem that require access to
another computer on the network while logged onto that remote computer with
a logon/password that is an administrator on the locked out computer.
Ntrights is the easiest way. Other wise you will need to reinstall your
operating system or do a parallel installation of the operating system to
access your files or try to replace secedit.sdb on the locked out operating
system using a copy from the newly installed operating system. Do NOT format
your hard drive or you may lose all of your data and a reinstall may cause
permanent lost access to any EFS encrypted files. --- Steve
