Log on failure

I am getting a problem when I try to log on my laptop -
although I know I am using correct details, the system
shoots back a message "Local policy does not permit you
to log on". I am not connected to anything.

I tried to log on as a new user also but it won't let
me. Any idea what is causing this or how to deal with it?
