The win98/me machine should have a local user with same name which has access to the share and login to machine with that account to be able to access the share. This means if a user named "user1" needs to access the share from "machine1" as well as from "machine2" his login should be created in both "machine1" and also in "machine2" to be able to access the share from both the machines.
