    I didn't really want to mess with the tcp/ip, so I tried deleting the
    network card in device manager first as that is something that's
    usually simple, painless, and foolproof (at least for my components).

    When it was finished rebooting both Client for Microsoft Networks and
    File and Printer Sharing for Microsoft Networks were back.

    Not the first thing I would have thought of, but it worked like a
    charm.
