Local security setting

How can I re-create / retrive the secedit.sdb database
located at C:\Winnt\Security\Database folder. This was
removed after installing service pack 4. It is a Windows
2000 OS. This has made Windows to take longer to load,
about 20mins and stalls at " Applying security policy "
The secedit.sdb database didn't replicate either, when the
station was connected to the PDC.
