This problem is not known. According to winlogon developers, the logon UI
waits on the Smart Card Subsystem, so this shouldn't happen and you should
always see the smart card logon UI.
Which smart card reader are you guys using? What else can you tell (in terms
of differences in the system) between a normal working system and this
'wrong' behavior system?
