Go to http://windowsupdate.microsoft.com - my memory is fuzzy but I thought
this was one of the available updates in there - IE6 SP1 may give it to you.
Or go to the Microsoft
downloads page and search for "high encryption pack".
Of course, you *need* to visit WU regularly to get all critical patches.
