    A user will need write permissions to add a shortcut. If they are doing this to the
    desktop you can configure their desktop folder in their user profile under documents
    and settings to only have read/list/execute permissions also making sure they are not
    the owner of that folder. I don't know of a registry/GPO setting to prevent just
    creating shortcuts in the context menu. -- Steve
