Did you allow 443 for https or maybe you are being redirected to ftp for downloads.
Active ftp may not work well with ipsec. See the link below about ftp. Otherwise
consider using Ethereal to capture that packet exchange sequence to see what is going
on when you try to access a site. Lack of good logging is a limitation of ipsec as
usually you can just look in your firewall log to see why access is being
