Help! new screen extortion pop up "adhammer" from Messenger Service

just upgraded to windows 2000 and DSL. been bombarded by
a non-Internet based popup from Messenger Service. All my
regular blockers are useless. a variety of noxious ads
come through that way along with the ad that if I buy
their software they will keep these kinds of ads from
sneaking thru my windows ports.
the popups are relentless and sometimes won't close.
feels like extortion.
