You need to do both.
When MS rolls up all the updates into a service peck, it
replaces the updates sith the service pack, but that's not
all it does: they integrate the various patches, making
sure they work together. So, sometimes in this process,
things have to be tweaked a bit, and then subsequent
patches and/or software EXPECTING the SP version of the OS
may fail if you don't put in the SPs. Also, various OTHER
software you load may be based on certain SP levels.. some
won't even run unless you have the right service pack.
If you keep on the road you're on with no SP and only
updates, you'll eventually run into trouble.
