Service packs ARE critical updates. Windows 2000 Gold and Windows 2000 SP4 are not the same operating systems: The first one it's plagued with bugs and the second one has rock solid stability. That's why service packs are important.
SP's contain additional fixes than the updates released previously on an individual basis.

are running windows 2000 and when we apply the Service
pack 4 it locks the computer up (all 10 of them). Can I
just install hotfixes, or something and forget about the
SP? What is the point of the SP anyway? Is it needed or
only if you want to do a lot of updates at one time? Any
articles about other upgrade methods besides SP? Do i
understand the real point of the SP or no? We just need
the Critical updates, nothing else! Having virus problems.
