File Permission Issues

Currently I have a folder that when I save files into the
folder it changes the permissions to the parent folder's
permissions. I go into the permissions and change them
back but when ever I make a change to the file and save it
it change the file permissions back. I have removed the
checkbox for the inherit permissions from parent but each
time I go back in it is checked again. How do I fix this
issue?
