If you logon as a local administrator and you do not have permissions to a
folder you can always take ownnership of the folder in secutiry/advanced -
owner page which will allow you to then give yourself the needed permissions
to dleted the file. If you still can not delete the file, see the link
below for more advanced techniques which may require safe mode or the
