Is this the only user with this problem? If not, then look at your Domain Security Policy and the Local Security Policy (User's Workstation) to make sure that your "minimum password age" requirements are being met. You must also find out if your user is following your password filter policy while creating his password. If this does not work, I have some other ideas.
