Most likely you are seeing the ill effect of the IPSec Policy Agent spinning out of control. The KB835732 update has a side effect on some Win2K boxes where enabling and starting the IPSec Policy Agent Service results in the PC pegging in terms of CPU utilization and other resources. Try stopping that service and disabling it as a troubleshooting step. Perhaps that will do the trick.
If not I have read that McAfee and Symantec antivirus products can lead to degraded performance and increased resource utilization. This can be the case when the last round of Microsoft security updates were applied. See if disabling antivirus processes as a temporary measure has any effect.
