FORCE LOGOFF

Running a Windows 2000 network. I have set Group policies
on all levels to force users to logoff after a certain
time.
It does not work. If I log off, I am unable to log back
on due to the time restriction, but it does not force me
off at that time. I have all of my network resources.
I checked and my "Force user to logoff how long after
time expires:?" is set to 0. I tried to change it to 2
minutes, and it sticks for a little while but then it goes
back to zero.
Any ideas where the zero is coming down from???
Any ideas on forcing logoffs??
Any help would be appreciated.
