xpsql70 DLL

I dropped the xp_cmdshell extended procedure on my sql7
server. I tried deleting the xpsql70.dll. Received the
following message:
   
     cannot delete xpsql70: access is denied. the source
     file may be in use.

I checked the attributes. It's not read-only. I've downed
the server. How do I delete this dll. Thank you.
