Unplugging network cables

When logging on to the network, if a user unplugs the
ethernet cable from the back of the machine when it
says 'applying personal settings' and plugs it in again
when the desktop has loaded, it ignores the filtered
internet proxy and allows anything through.
Obviously as we are a school this is unacceptable and we
wish to get this sorted ASAP.
Does anyone have any ideas as to how we can stop people
doing this?
