`Windows-patch' & Dumbfunklite toolbar

Recently I have gotten repeated pop-up from Windows
`network' or something trying to sell a windows security
patch.... I cant seem to get in touch or get them to
stop...about a dozen times a day !!
 
Also a new toolbar has appeared in Internet Explorer that
I can not lock out `Dumbfunklite' blue bar keeps coming
back....?
 
Only software other than Windows upgrade (200 pro) to deal
with recent security concerns has been a friend
reccomended Spybot Search and Destroy, which I have also
uninstalled....
 
Any experience or answers appreciated.. thanks, relks
