FTP: User must change password at next logon?

Hi,
I created a user account for FTP access--leaving 'User
Must Change Password at next Logon" box checked.
The idea is I do not want to give a fixed password. Also
user wants to personalize their own password. However,
this doesn't seem to be working for FTP environment.
Simply, a user can't logon to FTP site. BUT! When i
unchecked the 'User Must Change Password at next Logon"
box, it works just fine.
Question:
Is there a way i can set it up such that a user change
their password?
Any help on this would be much appreciated.
