VPN Server set up requirement

Hi All,

I'm setting up one Microsoft VPN on a Windows 2000 Adv server. Our domain
controller is a NT PDC server (which is not support Active Directory).

What is best solution for my current environment?

Do I need configure VPN server as a DC with different domain name?

Is it possible set up VPN in a non-Active Directory environment? If yes, how
I add all the domain users in NT4 PDC ?
