Administrator account lockout

The situation: a single Windows 2000 SP4 workstation
connecting to a workgroup. At the Windows login, the
computer will not accept the Administrator password. the
machine will only allow you to connect to the workgroup
and the correct shares (i.e. mapped drives) if you don't
enter a password. However, once in Windows I am able to
change the Administrator password with no problems. Any
ideas on why the administrator password has effectively
been locked out, in favor of no password?
