I don't know of any way to do either as you require but you can enable disk quotas on
a ntfs volume for a user to limit how much disk a user can use based on ownership
which may inhibit the download crazy inclined. You can also configure IE web content
zones to disable downloads. For instance you could block downloads for the internet
zone and then add approved download sites to the trusted zone. You would also have to
use Group Policy to disable users from changing those settings if you want to enable
restrictions. --- Steve
