IIS Login

I have configured 2 ftp sites on iis (win2k server version)
One (default) site works ok with various users, but a
second site (test) will not let me log into it, it says
home directory inaccessible all the time. I have a
seperate ipaddress assigned to the site. A seperate folder
under ftproot for it. There is a local user account on the
server, with full permissions assigned to the directory
(as well as the ftproot directory)
Is there something fundamental i am missing ?
If noone can help, does anyone knoe a good source of
documentation for configuring iis ?
