CHANGE only share on a folder

If a folder has a CHANGE only permission on the share,
will users over a network with NTFS permissions of READ
and WRITE be able to access this folder.
Does giving a folder CHANGE only on the share stop a user
doing anyting to the folder e.g. unable to read or write.
