DHCP does not have any built in security of this type. You could create DHCP
reservations for every one of your "authorized" clients and then exclude any
unreserved IP address left in your scope. When an "unauthorized" laptop
tried to get an IP address the DHCPserver would have none left to assign. Of
course this won't help if they look to see what IPs are used on your network
and statically assign their "unauthorized" laptops.
