Xcacls is for setting permission, not for managing the security properties
of files and folders. If you need to manage the advanced security
properties, you should check out the TechNet script center (your best bet).
There are plenty of scripts there for dealing with files and folders, that
are much more flexible.
Or, you can use something like this:
