don't allow access to dhcp or dns servers

I work at a school and sometimes teachers bring in their laptops and other
things to use our
network connection for their personal use, especially without telling us.
What I need to know is how can I disallow these outside computers from
gaining access to our DHCP server, as well as our DNS servers? If any
permission
changes are made to the DHCP/DNS servers, how will these changes affect the
pcs that I do want to have access to these servers?
