You might try using Group Policy - gpedit.msc to do such and then try to
filter local Group Policy after you are finished configuring everything by
giving the administrators group deny access to the \winnt\system32\group
policy\users folder as described in the link below. There is also KB link
procudure that you could also try. --- Steve
