Evidently the account isn't a member of the administrators group.

The local administrator, a member of the administrators group, is probably
still named "administrator" unless someone renamed it. If you don't know
the local administrator password, search this newsgroup for any of the mails
about lost/forgotten admin passwords. I know Karl Levinson's FAQ explains
this, too.
(I feel kinda bad about favoring Karl like that - I know I've seen other
MVPs post links to FAQ-like info, but don't remember which ones.)
