Unlimited Joining of computer to a Domain

Does anyone know how to setup a group that members of the
group have the ability of adding computers to a domain. I
do not want the users or group to be administrators of the
domain to accomplish this and would like to keep normal
users limited to the defailt of 10. We currently are a
Windows 2000 Server environment.
