It told you. Your don't have the minimum level of 128-bit encryption that
the site requires. Look under IE's Help menu to see what level is shown.
If less than 128 bits, go to http://www.microsoft.com/downloads
for Windows 2000 with keyword "encryption", and download and install the
high encryption pack. A [re]install of IE6 (to reinstall all components
instead of just refresh) probably would work, too.
